Function overview
    To take charge of human resource planning, organization setup and position responsibilities and management work including compilation management, recruitment, training, compensation and benefit, personnel labour in order to provide efficient organization guarantee and intellectual support for the company’s strategic development.
Function description
Human resources planning
    1.To put forward opinions on group’s organization setting, and review organization and post establishment setting of secondary business unit;
    2.To make rules and regulations and work process of human resources management in group company, and to supervise and inspect the working process;
    3.To organize the headquater and direct the post specification’s compilation and update of constituent company, and to apply standardized management into post qualification;
    4.According to the company’s development strategy, to organize and plan talent echelon construction of the group company.
Recruitment management
    1.To draw up a plan on personnel recruitment requirement of the group company, and to organize group recruitment, and organize the group’s recruitment exercise;
    2.To direct and assist the recruitment exercise of branch company and constituent company.
Training management
    1.To draw up a plan on personnel training requirement of the group company, and to organize the training work of the group;
    2.To direct and assist the training work of branch company and constituent company.
Performance management
    1.To organize and implement the personnel performance management includingthe group headquarter’s staff, operating teams of branch and subsidiary company, and expatriate personnel from the board direct and supervisor;
    2.To provide operational guidance for the internal performance management of the branch company and constituent company.
Salary and welfare management
    1.To examine and approve the salary and welfare of the personnel from the company headquater and the expatriate personnel from the branch and subsidiary company;
    2.To take charge of directing in a macro way and assessing human cost of the branch company and subsidiary company.
Personnel management and labor management
    1.To take charge of mobilizing and promotion and file management of the personnel from the company headquater and the expatriate personnel from the branch and subsidiary company;
    2.To take charge of handling labor relations of the group headquarter, and to guide and assist major labor relations of the branch and subsidiary company;
    3.To coordinate external labor service cooperation relationship.
